I have the honour to enclose copy of a despatch

which I have addressed to the Government of Burma,

communicating the information I have just received

from Mengtzu of the stoppage of the Hongkong-Yunnan

trade through Tongking owing to a recent transit

regulation of the Tongking Customs.

A similar copy is being sent to His Majesty's

Minister, under flying seal through His Majesty's

Consuls at Pakhoi and Wuchow.
